Tapp's letter of resignation
Dr. Samuel Cuomo was a police psychologist who worked for the Metropolitan Police Department. Therefore, he had to evaluate police authorities' mental state and fitness for work after traumatic experiences. On one occasion, Cuomo had to give an opinion on the psychological condition of Detective David Tapp, who was involved in investigating a serial killer case. This killer was later nicknamed Jigsaw due to a puzzle piece he cut from his victims' bodies. When Tapp's partner, Detective Steven Sing, was killed during a raid on the killer's hideout, Tapp suffered a mental breakdown. Cuomo eventually concluded that Tapp was no longer fit to carry out his duties as a detective, resulting in Tapp's discharge from the force. (Full Disclosure Report)
