The Cougars were a sports team owned by Richard Gibbs, a financially successful manager. Therefore, he he planned to build a new stadium for years. It can be assumed that he wanted to use the position of his daughter, Luba Gibbs, who worked for the Department of City Planning, to finally achieve this goal and get the building permit. (Saw V)
