Amanda's Test was part of John's new plans.

After becoming Jigsaw's apprentice, Amanda soon became unstable and abandoned Jigsaw's rehabilitation methods, making traps that had no possibility of escape, such as the The Classroom Trap and The Angel Trap.

AmandaCrying

Jigsaw, aware of Amanda's actions, decided to put her through another test to prove that she was willing and able to continue on with his work, following his death. After having kidnapped his next victims (Lynn and Jeff), Jigsaw began testing Amanda's patience, gradually adding to her stress as Lynn was forced to assist him while wearing another of Amanda's devices, the Shotgun Collar. When Jeff completed his penultimate test, Jigsaw told Amanda to remove Lynn's collar, but she promptly refused. He asked again, this time telling her that her life rested in Lynn's hands.

Amanda, You were with Cecil the night John lost Gideon. You killed their child. You know it, and I know it, so do exactly as I say. Kill Lynn Denlon, or I will tell John what you did.

Hoffman's letter to Amanda

Instead, Amanda became hysterical, resulting in her shooting Lynn, just as Jeff entered the room. It is revealed that Jeff was in fact Lynn's husband, and Jeff, equipped with a loaded gun, shot Amanda in the neck. Amanda began to slowly die from the blood loss while Jigsaw explained to her that it was actually her that he was testing all along, and that he had given her the rules when she assumed he was talking to Lynn. It is revealed in Saw VI, that Detective Mark Hoffman, Jigsaw's second apprentice, was responsible for Amanda's actions in her final test and had in fact blackmailed Amanda via a note stating that if she didn't kill Lynn Denlon, Hoffman would reveal to Jigsaw that she was responsible for his ex wife's miscarriage. Amanda, desperately wanting her secret to remain hidden, shot Lynn, and failed her test.

I want to play a game. The rules of the game are simple. The consequences for breaking them are great: death. You're being tested. Your will is being tested, the will to keep someone alive. Can you do that? Can you follow the rules and grant someone the gift of life?

Jigsaw's first words to Amanda (misconceived to be just for Lynn at the time)

Amanda, it's okay. This was your test. Your game. I was testing you. I took you in. I selected you for the honor of carrying on my life's work. But you didn't. You didn't test anyone's will to live. Instead you took away their only chance. Your games were unwinnable, your subjects merely victims. In my desperation, I decided to give you one last chance. So I put everything in place. You didn't know that Lynn and Jeff were husband and wife. I had to keep that from you for the purposes of my game. I had to leave out the ruined marriage, the cheating wife, the vengeful husband, the neglected daughter, and I let you make your own choices. I wanted you to succeed, but you couldn't. God. Game Over.
